In XML-based languages, such as XHTML, yes it does.
"<h1/>" and "<h1></h1>" are equivalent.
HTML of course is not XML-based, so "<h1/>" does not mean the same as
"<h1></h1>". In fact, "<h1/>" means the same as "<h1>>", though most
browsers will get it wrong.
