That's the idea, yes.

That has nothing to do with RSS feeds. You advertise your site, get
people to link to you. Depending on the subject of your site you can
submit it to certain directories maybe.

I don't know of any "RSS-feed only" search engines.
Feeds are nothing more than online newsletters on the topic of your
site. Often they are just a page's content, transformed into a feed,
so people don't have to visit your site all the time to see if you
have updated your pags. If people aren't interested in your site, they
won't be interested in the feed either. If they find your site and it
interests them enough to want to be up-to-date with what you write,
they may subscribe to the feed.
