Teh methodology:
Make a new raster layer, put in the text selection or object, color
fill it with 43,170,217, set the layer transparency to luminance.
Then use the Eye Candy 4000 Chrome Filter with the following custom
settings:
Basic
Blue Sky Reflection Map
Bevel Width - 33
Bevel Height - 25
Smoothness - 40
Ripple Thickness - 0
Ripple Width - 5
Bevel Placement - Inside
Random Seed - 593
Lighting
Direction - 135
Inclination - 60
Highlight Brightness - 80
Highlight Size - 70
Highlight Color - 255,255,255
Tint Color - 192,192,192
Bevel Profile
Hump - alter so bottom arcs don't touch the bottom, like nyah:

Depending on how large the text or object is you may have to modify
the bevel width, height and smoothness a bit to find the right mix.
In the example I gave, with Times New Roman at 48 I used 33,60,100.
