If you find differing behaivour between Firefox/any-other-browser and IE
you can safely assume that it is IE that is at fault.
As Mark said IE only supports :hover on *links*, that is an anchor with an
href attribute. Firefox rightly supports :hover on just about anything,
including anchors without an href attribute.
