Kind of. The CSS standards define how user agents should handle the
properties and rules defined in those standards. They don't get into the
nitty-gritty detail of what default margin or padding each element
should have.

I beg to differ. A small difference in margin/padding is hardly
comparable to the Bad Old Days[TM]. :-)
