Are you familiar with CSS? That's what you'll need to do it. For
instance:

<html>
<head>
<style type="text/css">
form input {/*************************************/
color: blue;/* this here's the interesting bit */
}/************************************************/
</style>
</head>
<body>
<form>
<input type="text" value="this is a test">
</form>
</body>
</html>

Never used CSS before? There're a plethora of tutorials on the web,
for example:
