If you are stuck on windows and are not comfortable with something like
VIM and want something more enticing than SCiTE, a really nice little
editor is PSPad. It is not FOSS but it is free as in beer. As far as
windowed editors/ide's go, it really is economical, featureful and
useful. I won't say more, you can read about it at http://www.pspad.com

I recently donated a simple syntax highlighter for Smarty to Jan Fiala,
the developer of the project; he's really a nice and helpful chap and I
was told that it will be included in the next release.
I've also started a small keyboard template file for Smarty on PSPad
but alas, it isn't ready.
