Well. With regards to the website editor. Use whatever you like. Or
whatever you know how to use and are comfortable with.
Regarding everything else. You need to find out what the client wants
and work from there.
You should get them to give you content too.
Also, if they are not on the web as yet. Get them to maybe give you
some idea on similar sites that they like and maybe try to design them
something similar.
But if they are only one / two page sites. Maybe comebine them in to
one large site if they are owned by the same organisation. It's silly
to have just a one page sites for organisations that are owned by the
same group.
