What you want to know is how can you do without frames but keep
some of the great features of them. You can't satisfactorily as
you have discovered because of lack of browser support.

This is how I changed a framed site, I looked at what I had on
the left and put it on each of my pages and made it go to the
left! (you can use tables, or floats or whatever suits you).

There are more intelligent ways of doing this using "includes",
you will simply have to read up on this and especially follow the
posts on this group which regularly (and even right now) discuss
this. But unless your site is absolutely enormous, it won't kill
you to repeat a navigation column for each page to begin with
till you see how it all looks.

Given that a nav pane now scrolls, this might spur you to design
around it so that not too much is on each page or if there is a
lot, there are other means to get to the nav (you can
periodically include links to the top - in case the user does not
know about the home button on the keyboard).

You need to think about your content, how likely is it that
someone engrossed in something way down deep is wanting to see
the nav? Maybe - the strength of frames! But probably not as much
as you think.
