I went with JavaScript (for navbar position only) which most folk still
have enabled. If disable clicking liberally use 'up' buttons put the
menu at hand for gracefully degradation...and anyway isn't that what
JavaScript is for, control behavior for 'extra' but not 'essential'
aspects of the site?
