It is virtually impossible to update Frontpage sites without Frontpage.
"Once in Frontpage, always in Frontpage". This is partly because the
code you see in Frontpage is =not= what ends up on the server - server
side frontpage stuff mucks with it. Also, the references you see on
your "home web" get re-resolved on the server.
I have had the same problems converting FrontPage sites with other
tools, and ended up copying and pasting through Notepad to sterilzed
them, and then rebuilding the site from scratch.
