Not necessarily. I am one of those who needs larger-than-average text.
My default font size is 20px, minimum 17px. A 5px margin or padding is
often just fine, but it depends on the context.

I actually have a problem with a lot of sites that set widths in em
units, particularly with sidebar columns. They can take up an excessive
amount of screen real estate, which I would rather have available for
the main content area. Setting widths in % (of window) can be a better
choice.

There is nothing wrong with px units when used appropriately, as Mr.
Flavell pointed out. Personally, I'd rather webmasters learn to
differentiate print design and web design, then they might make choices
that are better suited for their target audience.
