Because you have two different versions of PHP installed. In
otherwords, the CGI version and most likely the module
version.

Now to answer your question, here's a quote from the
PHP Manual:

Note: Prior to PHP 4.3.0, $_FILES information was
also included in $_REQUEST.

So, $_FILES is no longer part of $_REQUEST.
