SQL Manager monitors and controls MSSQL - it isn't the MSSQL process itself.
If you want MSSQL to start when you start Windows, you would need to start
it using a batch file in Startup or by adding a command to autoexec.bat.
I've never used MSSQL on Win98, but I think you could use scm.exe for this
(see Books Online).
