Do not use " but use ' and be sure that the file is there
i have uset this query
bulk insert tlf.dbo.bruger_data from 'C:\TEKST.txt'
with
(
FIRSTROW = 1,
FIELDTERMINATOR = '";"',
ROWTERMINATOR = '"\n'
)
