Depending on your PHP installation file(s), you may need to specify the option
for MySQL support at installation. I hadn't done it in a Windows environment
before, but in a *nix environment I've had to install MySQL first and get that
running, then install PHP with the MySQL option enabled. Depending what package
you're installing from, you may need to check it's documentation to see how to
do that.
