I'm doing PHP work, amongst other things such as 4D development, for
approx. 2 pounds sterling an hour in Nepal. This is well paid work by
local standards (a fully qualified accountant is lucky to earn 60 GBP a
month here, and some coders are on as little as 40 GBP a month) and we
have several very happy international clients. It's very true that you
get what you pay for, and outsourcing from West to East often produces
iffy results, but it is possible to obtain quality results. Of course,
I'm an expat, and if I was working for 10 dollars an hour back home,
I'd be very annoyed....
