Hi BOOGIEMAN,
Try WAMP http://www.wampserver.com/en/index.php
WAMP stands for Windows Apache MySQL PHP which are the four
applications you need to run locally. It comes with a central system
for you to start and stop the applications.
If you run on Linux then do a Google search for LAMP
