I don't see why it should be. Oracle is a userspace application and is
not entertwined in any way with the underlying GNU/Linux operating
system, and certainly not with the Linux kernel. There is nothing in
the GPL that states that one cannot run proprietary software on a Free
Software operating system.
Both RedHat and Oracle are perfectly legally distributed.
