It's hard to say. 'mere aggregation' of code on the CD is not a problem.
I think if your code will not RUN without either of oscommerce or gallery2,
it may have to be open sourced. if the respective open source licenses are
incompatible, you may have a problem.
otoh, if what you are doing is effectively a file format converter, and it
can run stand-alone without oscommerce or gallery2 running, although it may
require modifications to said applications to provide the files or
something, then your 'bridge' can be distributed how you like.
the best thing is to ask the fsf.
