It was a quote from <http://docs.php.net/en/wrappers.html> that
regrettably omitted the information that PHP 4 should include this
functionality in all versions since 4.3, as you rightly say.
That leaves the problem that running a command line test on Windows
with 4.3.x reproduces the problem that OP reported.
