Updated info - php not serving sessionids (or blank sessionids)

I've now found a user who can duplicate the problem. Turns out when he
turns off cookies, he's getting a different session id value in the url
everytime he changes pages. Works fine with cookies enabled.
Does that tell us anything more? (thanks I appreciate the help).
