Been there done that. I'd stick with Zend or Textpad+WinSCP.

I found Eclipse too closed in. Wasn't buying me anything but
headaches. They've got this repository-based hangover from VisualAge
that forces you into source control right away. And what PHP support
is there really that you can't get from Textpad+WinSCP?
