Watch the quotes:

$query_rs_section = "SELECT * FROM jtSection WHERE
sectionID=". $row_rs_staff['sectionID'];

Personally, I like to have more structure to my queries:

$query_rs_section = "SELECT * "
."FROM jtSection "
."WHERE sectionID = ".$row_rs_staff['sectionID'];
