PHP can do pretty much anything you can think of :) It can indeed give you
secure socket support, so you can encrypt data on the fly. You can even get
PHP-GTK to create graphical applications in PHP (however I've yet to see a
widget-powered app look any good, but I'm sure it's possible).
MySQL can cope with that amount of records, but you'll have to know how to
optimise both the server and the mysql database if you want it to perform
well.
PHP can do anything. I've even seen examples of it generating Direct3D
content. If you can imagine it, you can do it.
