Zend isn't free ($99) but I don't think you'll find a free development
system with an interactive debugger. emacs and vim offer syntax
coloring for free and there are free editors that also syntax coloring.
I'd make the switch to Linux regardless if I were you because most of
the web hosting companies use Linux or other UNIX variant to host
php/Mysql/Apache sites.
So, I think you need to prioritize your requirements and decide if $99
is going to serve you in the long run.
