As soon as a spec changes, it will just require one to change that in the
database and it would be directly changed on the website, thats the power when
you make a dynamic solution.

Thats all up to you, what you feed into the database, thats why you have a
relation-table, which allows you from having one option to as many as you want
to give the users.

Linux would be a good choice and mysql is good enough for the task too.
Sadly I haven't seen any already made such solutions, much can be for myself I
don't have a need of a such. I would suggest you use google.com and search for
"php shopping carts" or similar things and you could visit freshmeat.net and
see if there are any projects that could fit your needs.
