Yes, it would be possible to do this, as most IP-numbers can be traced with
whois servers where they should be located. This has of course it's drawback,
what if you have a person visiting a foreign country and connect to the net
and visits your site, then it could be in a language that the person don't
understand.
There is nowadays support for multiple languages in web servers, at least in
the worlds most used one. This will make that you get the language that the
user has set to be their default language in their browser. This will take a
lot less CPU power and bandwidth for your web server than checking up from
where an IP-number comes from and a user will most likely get the right
language regardless from where they connect.
