Back in the day, everyone used javascript or DHTML (dynamic). The idea is
you tell the page to make a (netscaped called it a layer, ms called it a
div) piece of content that floated above the rest of the page that you could
put anywhere you want... That's where those annoying popup ads that won't
get out of the way come from. Those scripts are everywhere. Put some words
like [menus dropdown animated javascript dhtml] in google and look around.
If you want to go real flashy *pun intended,
you need macromedia(adobe) Flash. And quite a bit of time to learn a new
technology ;) Flash is ALL ABOUT animation and interaction.
