Now I have ...
URL_ENCODED_DESCRIPTION=`php -r "echo
rawurlencode('$URL_ENCODED_DESCRIPTION');"`
echo "$URL_ENCODED_DESCRIPTION"
which preserves linefeeds and spaces but loses carriage returns... I
think I can do without apostraphes if I have to ...
