I noticed that Message-ID:

contained the following:

Give the checkboxes the same name
<input type="checkbox" name="email[]" value="recipient1" />Recipient 1
<input type="checkbox" name="email[]" value="recipient2" />Recipient 2
<input type="checkbox" name="email[]" value="recipient3" />Recipient 3

then

$mailto=implode(",",$_POST['email'] );
