Processor licence. CALs are only an option in an environment where you
control the total number of end users or devices and where the number
of users is small enough to make CAL licensing economical. Users count
for CALs, not connections.

Whenever possible please post enough code to reproduce your problem.
Including CREATE TABLE and INSERT statements usually helps.
State what version of SQL Server you are using and specify the content
of any error messages.
