Reporting Services does not come with SQL 2000, of the simple reason that
Reporting Services was not released until 2003.

I don't know the exact procedures to get a copy of Reporting Services
for real, but I am fairly confident that it is include in the regular
license for SQL 2000. Whether it actually runs on Personal Edition, I
don't know.
I would suggest that you contact your local Microsoft representative
for the commercial details.
