You will find phpBB does do what you want. Your just not looking hard
enough. I have been using phpBB for years and have this option enabled on 5
of my websites. Trust me it is there your just not looking!!!!
from the admin panel click on "configuration" then look down the page a few
lines and there is a the option "enable account activation" you have 3
options "none" - accounts are instant "user" - email verification via user
or "admin" - admins activate account <--- this is the one you want!!!
see told you it was there if you looked hard enough. :D
