If the concept of the site is a simple one, then yes you should be
able to tell the purpose of a site by looking at its home page very
quickly. But applying a four second time limit seems silly and
completely arbitrary.

For an online shop that sells, say, books, it should be easy to
communicate the primary purpose of the site in under two seconds.

On the other hand, a site that provides a collaborate platform
written with AJAX, allowing book authors to share ideas, publish
e-books using XML+CSS, where the site prints and sells the ten
top selling e-books in dead tree form might be a little harder
to communicate in two seconds -- perhaps eight to ten might be
justified.
