I have two setups that I use.  I like each one equally.  On my laptop, 
I use PHP Designer 2006.  Clean and functional.   Nice feature set, and 
stable.  Price is right, too.  Free.  ;-)

On my desktop system, I use Vs.Php.  To me, nothing even comes close to 
touching this product.  It integrates PHP functionality into Visual 
Studio.Net.  Of course, you need to have Visual Studio.Net.  But, it 
gives you full functionality of any other language - region folding, 
class browsing, etc.  Well worth the price.
