Use class for <a> e.g.
<a class="menu" href="#">option 1</a>
<a class="menu" href="#">option 2</a>
<a class="menu" href="#">option 3</a>

in stylesheet
a.menu {color: #0000FF;}
a.menu:hover {color: #660000;}
