Your question absolutely has nothing to do with PHP.
Obviously, you didn't see the manual when you asked.
Google it!
Probably, your Apache server doesn't bind port 80`s and that's the
cause of not being able to use the hosts properly.
And I think that you'd consider writing something like this:
<VirtualHost 192.168.0.30:80> :)
