You can use stylesheet for the hover effect for the button e.g.
input.button {
background-color: url(images/addtocart1.gif) #ff6666;
color: #ffffff;}

input.button:hover {
color : #000000;
background: images/addtocart2.gif) #ffcc99;}

<input class="button" type="submit" name="submit">
