Try looking at Joomla. It has various levels of admin - and even
allows direct editing of articles from the "front end'. It's use of
CSS is good (roll your own templates) and there are loads of fairly
professional (free) add-ons (modules or components).
Of course there's a bit of a learning curve, but you'll soon get the
drift.
The only down side (from your point of view) is that, currently, you
can't restrict access on a per-user level - it's all groups.
