Unfortunately, the server side adaptations of Tiddly Wiki were too 
unreliable. 
 
I took a shot at Benjamin's recommendation: MediaWiki.  After a few 
days I uncovered <a href="http://en.wikipedia.org/wiki/WP:POP">Lupin's 
Navigational popup script</a>, which is precisely the sort of thing I 
was looking for.  It's going to take some tweaking, but given the 
overwhelming popularity of MediaWiki, this is a better foundation for 
a longterm site.
