If you put the form tags outside the div you don't have the problem in IE6,
or Mozilla.
Ie:
<form method="post" action="test.html">
<div id="header-right">
<input type="text" name="query" size="40" value="">
<input type="submit" name="submit" value="Search">
</div>
</form>
Can't say that it's good form to do so, but it works.
