Maybe your news server doesn't carry it.  Try asking them to do so.  
I've found most are quite helpful. 
 
Other alternatives are google groups (yuck!) or a paid service.  For the  
latter, I recommend individual.net - only 10 euros per year.  No binary  
groups, but that suits me fine.
