No, it isn't. It is up to the person or company or association that considers
creating a web site (in this case, probably the OP herself or himself,
running a small business) to decide what (if any) the reasons are. Only then,
if ever, should web site designers be involved.
You wouldn't let a national TV company's designer decide whether you need a
to advertize in a national TV program, would you? You wouldn't let architects
decide whether you need a new house and what you need it for, would you?
