Web Comics

I asked this once before about six months ago and didn't find what I was looking for. The project has come to the front-burner, so I'm asking again.

I'm looking for software to help me, a non-drawing-artist do a web comic. Sure, I could draw it by hand and scan it, or use Photoshop or Illustrator, but I'm not that talented.

I'd love something that would let me design my characters and place them into the storyboard with props, backgrounds and the like. Such a thing HAS to exist, if even for children.

That way, I could draw my characters or get an artist to work with me to do that, and then use the software to assemble it. The real heavy lifting is the story and arc, which I've already got down. It doesn't need to be visually stunning, just passable - and not stick figures, as that's been done.

    Anyone? Tips?
