UPS load/runtime calculations

Hi all. based on my current googling, I have determined that to correctly calculate how long a UPS rated for a certain number of VA at a given load will run, it's (UPS-VA / VA_LOAD) *
multiplier * full-load-runtime. Does anyone know what the reason (s) are for using a multiplier of 1.3 if the load ratio is less than 3 (but greater than 1.3), and 1.5 if greater than 3? I
have been digging for an answer; however, haven't found one as of yet. Thanks.
