rebates on preinstalled windows?

I seem to remember a mechanism in which you can get the cost of windows rebated from a system that came preinstalled with windows if you are using an alternate OS or prefer to use your preexisting liscensed stand alone copy of windows.. I think this was part of one of the anti trust settlements.. I just can't seem to find info on it... I am digging through google, but that may take a bit.. anyone remember the process on this?
