Ping options

I've wondered if there is ever any benefit to using large packet sizes when pinging a host.  A coworker of mine uses the following settings to ping a domain controller:

    ping [hostname] -l 4096 -i 128 -v 12 -w 1000

Now, this means that a large, fragmented ping of TOS type 12 is being sent to the host.  The packet loss rate goes up, in part because of the increased amount of data being transmitted, but does that mean there's a link problem?  Is it really a more reliable way to monitor connection health than to use smaller packets?
