Registering a reserved domain

    I've recently been asked to register the domain nlnu.nl.ca which apparently is reserved. My usual registrar, DomainsAtCost, doesn't seem to want to handle a .nl.ca address and CIRA doesn't give me any information about it other than to say "Domain: nlnu.nl is not available" I've tried to get the whois info for nl.ca in case I had to go through whoever registered that one but I get
    "Domain: nl.ca is not available
    01043 Domain name is restricted."

    btw, NL is an abbreviation for the Canadian province that I live in.

    Any ideas on what I have to do to get this registered? We're also trying to renew nlnu.nf.ca but the registrar is coming up Tucows and we don't know what's reseller actually registered it in the first place.
