what's the best language?

    Hi all,

    I am in the process of developing a web interface (or simple HTML interface) that enables a user to select a country, select a city, and then find different tour exhibitions for that city after hitting submit.

    I would like my web form to automatically look for cities of a particular country once the country name has been selected from a drop down list, but I don't know what the best language is of doing this. For instance, say you select England, the secondary part would automatically load the cities for England to a allow a user to select what they want.


    Should this be done in JavaScript or PHP? or is there a better language out there? (please don't say C#, that language is horrible)
